Cook rotini as package directs; drain. Preheat oven to 400º Fahrenheit. In small saucepan, combine water, oil, bouillon and garlic; heat until bouillon dissolves. In shallow baking pan, combine tomatoes, onion and bouillon mixture; stir gently. Bake 30 minutes or until vegetables are tender, stirring occasionally. Toss vegetables with hot rotini and basil. Garnish with grated Parmesan cheese if desired.
